Human Resources Division

The Human Resources Division supports achievement of the agency's mission through services to attract and retain a highly skilled and diverse workforce. The division's activities are largely customer-driven, with continual efforts to improve services. The division maintains all personnel records and relies heavily on customer input in the development of policy and procedures; in determining training needs and priorities; in providing day-to-day services in employee recruitment, benefits and relations; and in related legal services. A number of customer feedback systems ensure that the division is in touch with changing needs. Examples of recent service improvements include the development of management training, team building services, applicant screening for hiring supervisors, career counseling for applicants, and mediation services. An extensive customer input process resulted in a recently revised personnel manual that offers sound guidance on appropriate management practices to maximize employee productivity and minimize legal liability in the increasingly complex arena of managing a large and diverse workforce.

Benefits Administration:

The Benefits Administration Branch provides guidance, interpretation and training for insurance, retirement, workers' compensation, and special leave programs such as Family and Medical Leave, Sick Leave Pool and Leave without Pay; and other HR-related special programs.

Classification:

The Classification Branch of the TPWD Human Resources Division is responsible for developing and administering Human Resources (HR) policy; development and administration of job classifications, career ladders and functional job descriptions, reviewing and processing personnel action requests (PWD-95), making Fair Labor Standards Act determinations, conducting salary surveys and making recommendations for changes to the State Classification Plan.

Employee Relations:

The Employee Relations Branch handles all employee relations issues for both staff and managers; and oversees the Employee Assistance Program and other HR-related special programs.

Employment, Recruitment and Retention:

The Employment/Recruitment and Retention Branch is responsible for the implementation of the Departmental Recruitment and Retention programs. Provides consultations to managers and employees regarding employment and selection issues, and vacancy announcements. Participation in career days, job fairs, and mentorship programs at high schools, colleges, and universities is an integral part of this branch's responsibilities. Administers the student internship program.

Personnel Processing:

The Personnel Processing Branch addresses all Human Resources Division processing functions such as new employees and terminations; personnel action requests; verification of prior state service, longevity, and pay issues; open records request; FLSA determinations; leave records; career progression development and implementation; unemployment claims; dual employment requests, payroll action entries and exit interviews. The Processing Branch helps department employees understand personnel management policies and practices in compliance with the principles of Equal Employment Opportunity.

Reporting & Web Administration

The Reporting & Web Administration Branch is charged with facilitating decision making at the Texas Parks and Wildlife Department by providing consistent data and administrative processes throughout the Agency and other external entities. Coordinating with internal and external parties to gain access to appropriate data information and relevant analysis tools, including the operating, maintenance and upgrading of the various automated and on-line systems. Responsibilities of the Reporting & Web Administration Branch involves the replacement of existing Division tools and paper-based procedures with new integrated database systems and other accouterments with the expectation of streamlining and simplifying processes making administrative jobs broader and more challenging, and more accurately portraing the importance of human resources and workforce planning in harmony with the mission of TPWD.

Training and Organizational Development:

The Training and Organizational Development Branch conducts a wide variety of professional development and personal growth courses and seminars for department employees. Classes are offered both at the Austin headquarters and at various locations around the state in order to conveniently accommodate as many employees as possible. The Natural Quality Service Program is designed to utilize the Natural Quality Management process for identifying opportunities to enhance the delivery of services to internal and external customers.
