Infrastructure
The Infrastructure Division administers Texas Parks and Wildlife Department's Capital Program. Through the Infrastructure Division, the department annually bids hundreds of construction projects statewide ranging from $10,000 to $10 million.
Branches of Infrastructure
Six branches make up the Infrastructure Division. Each branch has its own distinct areas of responsibility.
Administration/Finance:
Acts as the Division Comptroller and is responsible for supporting the Division and Agency by providing financial, personnel, and administrative services such as purchasing and records management. The Administration/Finance Branch consists of two sections - Records Management Section and the Budget & Finance Section.
Field Operations:
Provides field-based construction management, and in-house inspection, survey and construction services. The crews are highly skilled in repair and renovation of department facilities and historic structures.
Contracting:
Provides full service contracting support for design and construction services.
Project Management:
Provides Capital Program project delivery, customer service, road and paving project coordination, and project scheduling.
Planning and Design:
Provides the agency with professional planning, architecture and design, landscape architecture, master planning, and engineering services for new, retrofit, and repair projects. The branch also provides professional review services for other branches and divisions within the agency.
Support Services:
Responsible for headquarters maintenance, fleet management program, radio management, risk management program, and energy program.
TPWD Projects
TPWD projects include major repairs and new construction of buildings, utilities, site work, and restorations at various state parks, fisheries, wildlife management areas, field offices, and other facilities all over the state. Additionally, Infrastructure is responsible for all professional design projects for the department.
Bidding/Bonding
Requirements for construction contracts vary depending on the estimated cost of the project:
- $25,000 to under $100,000: 5% Bid Security and Payment Bond Required
- $100,000 and above: 5% Bid Security, Payment Bond and Performance Bond Required
Insurance
Insurance is required by state law and requirements may vary based on the individual project conditions. For most construction contracts over $10,000, the contractor is required to provide proof of insurance before authorization is granted to proceed with the work.

Plan deposits are normally not required.
