Resolution Concerning Texas Commission on Law Enforcement
Officer Standards and Education
May 2004

I. Executive Summary: This item presents a resolution required by the Texas Commission on Law Enforcement Officer Standards and Education for the recertification of the department’s game warden academy.

II. Discussion: Under the provisions of the Texas Occupations Code, Chapter 1700, the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) is the state agency responsible for establishing minimum standards for the education and training of persons for licensing as a peace officer in this state. Under TCLEOSE regulations (37 TAC §215.3), the TCLEOSE commission may issue an academy license to an academy that is operated by or for the state or any political subdivision of the state for the specific purpose of providing law enforcement, corrections, telecommunications, and/or other law enforcement related training, which includes the Texas Parks and Wildlife Department Game Warden Academy. As part of the periodic recertification process, each entity operating an academy must furnish to TCLEOSE a resolution of support from the entity’s governing body.

III. Recommendation: Staff recommends that the Texas Parks and Wildlife Commission adopt the following motion:

"The Texas Parks and Wildlife Commission adopts the Resolution of Support for the Texas Parks and Wildlife Department Game Warden Academy (located at Exhibit A) in fulfillment of the requirements of the Texas Commission on Law Enforcement Officer Standards and Education.”

Officer Standards and Education

WHEREAS the Texas Parks and Wildlife Commission is committed to maintaining the highest standards of professional competence in Texas Game Wardens, and

WHEREAS a program of accredited initial training and continuing specialized training is essential to the fulfillment of this commitment, and

WHEREAS the Texas Parks and Wildlife Department operates an accredited law enforcement academy known as the Texas Game Warden Training Academy, and

WHEREAS it would not be practical or efficient for other law enforcement academies to provide the continuous specialized training needed by Texas Game Wardens;

NOW, THEREFORE, BE IT RESOLVED that the members of the Texas Parks and Wildlife Commission hereby support and encourage the continuation of the Texas Game Warden Training Academy to provide general training for Texas Game Wardens in the enforcement of the criminal laws of this state, and specialized training in the enforcement of hunting, fishing, and boating laws.
