Upland Game Bird Habitat Management Grants


Purpose

Texas Parks and Wildlife Department (TPWD) has developed a process to solicit proposals to implement small-scale habitat projects designed to restore, manage, and conserve prairie, savannah, and riparian habitats with the express purpose of benefiting upland game bird species and provide funding for these projects when funds are available.

The application process for Fiscal Year (FY) 2013 habitat-based proposals is outlined below. For FY 2013 proposals, Upland Game Bird Stamp Funds must be expended by August 31, 2013. If proposed projects are for multiple years, Upland Game Bird Stamp Funds cannot be guaranteed beyond the first year. If funds are insufficient to complete the highest ranked project, consideration will be given to the next highest-ranked project.

Habitat proposals are encouraged from non-government organizations, governmental entities (city, county, state or federal), and institutions of higher education. Applicants must be in good standing with the Texas Comptroller and TPWD Accounting, regarding business and contracting practices. Contracts will not be awarded to principal investigators (PI) that are delinquent or deficient in providing deliverables or an approved final report from any previously awarded contract.

TPWD has statutory, fiduciary and ethical responsibilities to the people of the State of Texas for efficient use of limited public resources. The requirements in these guidelines must be consistent with relevant laws, policies and customary accounting procedures.

Specific Requests for Proposals (RFP) for FY 2013 can be found at (a link to location will be inserted once it is finalized). Interested parties are urged to contact local TPWD biologists or Game Bird Program staff to discuss project proposals. Interested applicants are encouraged to use the Upland Game Bird Strategic Plan to guide proposal development if they choose to submit a proposal not related to RFPs. Proposals must be received by November 30, 2012 to be considered for funding in the current FY. Successful applicants will be notified by January 7, 2013. Any work performed with TPWD Upland Game Bird Stamp Funds must be completed by August 31, 2013.

Proposals submitted on or prior to the November 30, 2012 deadline will advance through a TPWD internal review process. Game Bird Program staff will complete the first review, ensure that all projects meet the minimum criteria, rank all proposals, and identify the top projects. The TPWD Resident Game Bird Technical Committee will then review proposals for technical merit, rank each proposal, and recommend projects for funding. Department staff will present the list of projects recommended for funding to the Upland Game Bird Advisory Committee for review and comment. TPWD will contact the PI for funded proposals and a Memorandum of Understanding (MOU) will be prepared.

Projects that target counties depicted in the map below will be given priority.

These counties have been identified as focus areas for upland game bird work in FY 2013. Proposals for projects outside of these counties will be accepted, but all other factors being equal, projects in target counties will receive priority. Total funds available will determine the number of projects funded in any given year. Federal funds may also be available for award to projects, provided the applicant agrees to adhere to all federal guidelines including but not limited to Section 7 Endangered Species Evaluation and Archeological Clearance.
