The Texas Parks and Wildlife Department’s conservation and recreation mandate is complex and requires long-term strategic planning and implementation. The Land and Water Resources Conservation and Recreation Plan was written to guide the Department in conserving the state’s natural and historic heritage and in providing public access to the outdoors. The Plan specifically addresses conservation of land and water resources and recreation on land and water. It was developed with significant input from the public, state leadership, staff and other experts. TPWD held two constituent meetings to identify concerns and preliminary ideas and eight subsequent public meetings across the state for final input and comments. In preparing for the 2005 revisions, the agency convened 10 river-basin focus groups of staff and several external reviews by constituents.
