Local Park Grant Funding
January 24, 2013

I.       Executive Summary:  The Land and Water Conservation Fund (LWCF) State and Local Assistance Program provides matching grants to states and local governments for the acquisition and development of outdoor recreation areas and facilities.  Program funding is appropriated annually by Congress.  TPWD is the pass-through agency for the local governments in the state of Texas.  Available funds for the Local Park Grants include $1,330,000.00.

II.      Discussion:  Outdoor Recreation Grants are made available to Texas local governments of less than 500,000 in population for the acquisition and/or development of outdoor recreation sites.  As of August 1, 2012 TPWD received 32 eligible Outdoor Recreation Grant applications requesting $2,673,899 in matching fund assistance.  Staff is recommending support of 10 projects in the amount of $1,000,000.00.  Exhibit A ranks the projects in descending order based on the scoring criteria adopted by the TPW Commission.

Urban Outdoor Recreation Grants are made available to Texas local governments that exceed 500,000 in population for the acquisition and/or development of outdoor recreation sites.  As of August 1, 2012 TPWD received 3 eligible Urban Outdoor Recreation Grant applications requesting $550,000.00 in matching fund assistance.  Staff is recommending support of 2 projects in the amount of $330,000.00.  Exhibit B ranks the projects in descending order based on the scoring criteria adopted by the TPW Commission.

III.     Recommendation:  Staff recommends the Texas Parks and Wildlife Commission adopt the following motion:

"Funding for 12 projects listed in Exhibit A and B in the amount of $1,330,000.00 is approved.”
